Our Proposals

​

Land south of Dartmouth Road presents a suitable location for an extension to East Allington, well positioned in respect of its proximity to local facilities and its capacity to deliver a suitable vehicular access. 

​

A comprehensive series of surveys and assessments have already been carried out by consultants on behalf of Place Land, to ensure the site is capable of supporting housing in a sensitive manner, in keeping with the character of the area, as illustrated by the indicative masterplan below. 

​

The proposed site comprises 2.25 hectares/5.6 acres of relatively flat agricultural land on the built edge of East Allington.  The site is not designated as a protected landscape, nor an area of special ecological value.  The land does not represent best or most versatile agricultural land and lies in an area of low flood risk (Flood Zone 1).  Accordingly, it offers a relatively unconstrained location for housing development.

The draft proposals would utilise an existing entrance off Dartmouth Road to deliver the vehicular and pedestrian access into the new housing scheme, within the 20mph zone.  A transport assessment has been undertaken which confirms that the proposals would be safe both in respect of the proposed access arrangements and the number of additional vehicular trips on the local road network.

Existing public rights of way would be incorporated into the proposed layout to maintain safe pedestrian routes into the existing play area and through the site into the rest of the village.  The existing play area would be retained and enhanced with new equipment as part of the proposals.

The indicative masterplan proposes a scheme of 35 dwellings with a balanced mix of house types, sizes and tenures.  In line with South Hams District Council’s policies, the proposals would include 30% affordable housing, comprising a mix of social rented and intermediate housing tenures.

Responding to Climate Change

Place Land recognises the important role of new development in tackling climate change.  East Allington offers a sustainable location for new housing, offering a range of community facilities, including a primary school, community shop, church, parish hall and play area, all within 20mph zones which improves road safety and encourages residents to walk and cycle to local facilities.  School children are able to access the secondary school by daily school bus services.

The draft housing proposals would incorporate measures to deliver a net gain in biodiversity and maintain the site’s important landscape characteristics.  The proposed layout is designed to respect existing hedgerows and trees, minimising any loss of existing planting and enabling future enhancement and management of this habitat to the benefit of a range of flora and fauna.  Consideration would be given to incorporating wildflower meadow and new roosting and nesting opportunities for bats, birds and hedgehogs through the landscape scheme when proposals reach the detailed design stage.  Sustainable drainage systems would be introduced to assist with the management of surface water drainage and to maintain greenfield run-off rates.

Further consideration would be given to measures to minimise carbon emissions and reduce the energy and water consumption of the new housing at the detailed design stage.

Community Benefits

The draft proposals would serve to maintain and enhance the vitality and sustainability of East Allington, in line with the Local Plan’s objectives for Sustainable Villages.   The proposals would deliver:

  • A balanced mix of house types, sizes and tenures for a range of household sizes, ages and incomes;

  • 30% affordable housing with a mix of social rented and intermediate housing tenures;

  • An enhanced children’s play area;

  • Biodiversity gains through enhanced ecological and landscape management; and

  • Developer contributions towards new and enhanced infrastructure, in accordance with South Hams District Council’s Local Plan policies.
